The movement to legalize recreational marijuana has run into a wall of resistance, failing in all three states where it was on the ballot this year and leading proponents to weigh a tactical shift focused more on state legislatures and the federal government.
Over the past dozen years, the number of states legalizing marijuana use by adults rose rapidly from zero to 24, even as it remains illegal under federal law. But no new states joined that list Tuesday, as initiatives went down in Florida, North Dakota and South Dakota.

Democratic Rep. Raul Ruiz won reelection to a U.S. House seat representing California on Wednesday. Ruiz was first elected to the House in 2012 when he defeated Republican incumbent Mary Bono. His district encompasses all of Imperial County and parts of Riverside and San Bernardino counties, including the cities of Indio, Coachella, Calexico, Hemet and Needles. A physician, Ruiz worked in the emergency department at Eisenhower Medical Center in Rancho Mirage, California. He defeated Republican Ian Weeks. The Associated Press declared Ruiz the winner at 10:29 p.m. EST.

Manhattan District Attorney Alvin Bragg’s office on Wednesday said doctors examining Mickey Barreto deemed he’s not mentally competent to face criminal charges. Judge Cori Weston gave Barreto until Nov. 13. to find suitable inpatient psychiatric care. Barreto’s attorney Brian Hutchinson didn’t immediately respond to a phone message seeking comment. But Barreto told The New York Times that he does not have a drug problem and is “not insane.”

He defeated fellow Democrat and children’s court attorney David Kim, who was running against him for the third time in a row. Gomez was first elected to Congress in 2017. The district is almost entirely in the city of Los Angeles and is majority Hispanic with a sizable Asian American and white population as well. Roughly 20% live in poverty, and it is one of the poorest districts in the state. The Associated Press declared Gomez the winner at 8:36 p.m. EST.

The Associated Press declared Liccardo the winner at 7:57 p.m. EST.
